Qualified mediators and arbitrators
Neutrals are selected based on their experience, qualifications, willingness to be part of an innovative ADR process, and completion of a certification assessment, including a background check. The Neutral-Directed ADR Staff will work with parties to identify an appropriate Neutral to handle each dispute.

Judith Meyer, Esquire has exclusively served as a neutral for thirty years. She is a Distinguished Neutral in the International Academy of Mediators where she served on the Board. She taught mediation and arbitration at Cornell Law School, her alma mater, for fourteen years. She won the Pennsylvania Bar Association Sir Francis Drake Award for Excellence in Mediation. She has mediated more than 1200 cases involving the insurance, re-insurance, pharmaceutical, construction, franchise, financial and medical services industries, personal injury, products liability, and medical and legal malpractice cases.

Michael H. Cohen is an arbitrator and mediator with more than 35 years of experience in corporate, commercial, and healthcare law. He practiced corporate law at Davis Polk & Wardwell and clerked for Chief Judge Thomas P. Griesa in the U.S. District Court for the Southern District of New York, then founded and led Cohen Healthcare Law Group from 1999 through July 2026, a national firm that advised more than 2,000 clients. Along the way he authored six books and numerous articles, trained as a writer at the Iowa Writers' Workshop, and served on the faculty of Harvard Medical School and the Harvard T.H. Chan School of Public Health. As a neutral, Michael has completed arbitration and mediation training, including the American Arbitration Association's Arbitration Fundamentals and Best Practices and the Straus Institute for Dispute Resolution at Pepperdine, and serves on the panels of the American Arbitration Association, WIPO's Arbitration and Mediation Center, the American Health Lawyers Association Dispute Resolution Service, and National Arbitration and Mediation. His neutral practice covers a broad range of civil and commercial disputes, including contract, business, corporate, mergers and acquisitions, securities, and intellectual property, with particular depth in healthcare and life sciences.
